So in a city which celebrates "white hats", how should businesses, institutions, governments, schools, and other services accommodate the cultural diversity which prosperity has brought?

What is "reasonable accommodation", and how do we change policies, structures, and attitudes appropriately while retaining all the values of Canadian citizenship?
